Certificate of Conduct (VOG)

Employers and other organizations may request a Certificate of Conduct (VOG). This statement says that your behaviour is no objection to a certain task or function. Justis investigates whether you have done something criminal in the past. For example, a VOG is mandatory for teachers, taxi drivers and people in childcare. This certificate may also be required when applying for a visa or work permit, for example.

Have you committed a criminal offense? In that case, Dienst Justis (Ministry of Justice and Security) will assess whether this is relevant to the task or position for which you are applying for the VOG. You can read more about obtaining a VOG on the Justis website.

Anyone can apply for a VOG. You will receive a VOG if:

  • You do not have a criminal record.
  • You do have a criminal record, but the information on it is not relevant to the purpose of your application.

You can apply for a VOG online, together with the person requesting it, such as your employer. This means that the employee no longer needs to submit the VOG application at the municipality. An online VOG application is faster and cheaper.

You can only apply for a VOG digitally at Justis if the organization requiring the VOG has set up the application digitally for you. Your employer initiates the application:

  • Your employer applies for the VOG online and fills in the employer's part.*
  • You receive an email with a link and complete the questionnaire online (using DigiD).
  • Dienst Justis checks your details.
  • If everything is approved, you will receive a notification from Dienst Justis within 4 weeks.

*If you, as an employer, do not yet have eHerkenning, apply for it via the eHerkenning website. To set up a digital VOG application, choose reliability level 1 (EH-1). Click here to visit the eHerkenning website.

If the organization cannot set up the application digitally, you will receive the correct application form from the organization.
Note: An online VOG application via Justis is faster and cheaper.

  • Fill in the application form.
  • Click here to go to the municipality's digital form.
    Note: You can only apply for a VOG at your municipality of residence.
  • Log in with your DigiD.
  • Upload the completed application form.
  • You pay for the VOG when you apply.
  • The municipality forwards your application to Justis.
  • You will receive the VOG by mail.

Applying for a Certificate of Conduct (VOG) costs:

  • Online via Dienst Justis: € 33.85
  • In writing at the municipality: € 41.35
  • For companies: € 207.00
  • Volunteers working with children or people with intellectual disabilities receive the VOG for free if the application is made via Justis.
  • Volunteers in sports also receive the VOG for free if the sports association is affiliated with NOC*NSF.

You will be informed within 4 to 8 weeks whether you will receive a Certificate of Conduct (VOG). If you have not committed any criminal offenses, you will usually receive the VOG within one and a half weeks.
